Assignment of land uses in Panama




In the following blog we will talk about the two entities in charge of land management and planning in Panama. Being these known by the name of MIVIOT and MUPA, they are in charge and responsible for land use planning and everything related to urban mobility in Panama.


Now, then we will talk about what is related to the MUPA, what it mentions and what it is in charge of:


Among its Planning and Territorial Ordinances are:

  1. POT Tocumen.



With the Preparation of the Partial Land Management Plan (PPOT) for the Corregimientos of Mañanitas, Tocumen and 24 de Diciembre, it is intended to develop the management capacity of this sector for the approach of solutions to the major and long-term problems of management urban. The activities carried out during the preparation of the PPOT included the elaboration of a diagnosis, a proposal of scenarios and finally a proposal for territorial ordering for the corregimientos, fed and validated by public consultation mechanisms.


Including in said diagnosis the current situation and an analysis of the aspects related to the political, administrative, legal, geographical, environmental and socio-economic aspects of the Study Area.


2. PPOT San Francisco.




Within the context of unprecedented urban transformation and economic growth that has occurred in the last decade in Panama City, the district of San Francisco is configured as one of the main exponents, being part of the financial and commercial center of the city. It concentrates 5.9% of GDP and 4.1% of national employment and has an average annual growth rate of 2%.


At the same time, it is suffering great real estate pressures that translate into the construction of high-rise residential buildings, landfills reclaimed from the sea for the development of buildings in private areas, or the proliferation of large shopping centers without forecasting impacts on the infrastructures, all with levels of intensity that put the social, economic and environmental sustainability of the corregimiento at risk.


The Mayor's Office promotes the preparation of a new planning document for the corregimiento of San Francisco. Being the main objective:


Formulate the Partial Land Management Plan for the township of San Francisco, District and Province of Panama, based on constitutional and legal precepts, harmonizing urban development and environmental management regulations and all current regulations that apply to the formulation of the present Partial Plan. Using Participatory Territorial Strategic planning methodologies, according to the carrying capacity, homogeneous areas and in coordination with the key actors of the process.


The project consists of 5 phases:

  • Phase 1: Participatory Strategic Plan (PEP)

  • Phase 2: Consensual Territorial Model

  • Phase 3: Proposed Partial Plan

  • Phase 4: Partial Plan Approved

  • Phase 5: Counseling and accompaniment plan

Now we will talk a little about the Ministry of Housing and Territorial Planning (MIVIOT), it is the public institution, rector, promoter and facilitator of the national housing and territorial planning policy to guarantee sustainable development and the projects that are being carried out in relation to houses.


One of the plans that MIVIOT manages is the Progress Plan, which consists of a new orientation of the construction concept called progressive growth housing, which consists of building a complete house, where the owner will have the option of expand to place a business, under the guidance and training of AMPYME and INADEH.


Below are the two plans offered according to the needs of the beneficiary:


  1. Basic plan:

  • Living room

  • Dinning room

  • Kitchen

  • Laundry

  • One bedroom

  • Option to expand two bedrooms

MIVIOT provides you with the plans and technical assistance for the future expansion of the home.

These homes have a construction area of ​​47.15 m2.



2. Neighborhood Entrepreneurship:


  • Living room

  • Dinning room

  • Kitchen

  • Laundry

  • One bedroom

  • Expansion option for One or Two bedrooms.

INADEH is in charge of preparing and developing the training programs, according to Miviot's requirements, while AMPYME grants the seed capital, so that the beneficiary can start a small business.



We have analyzed a little about the activities that both entities currently carry out, both MIVIOT and MUPA, in favor of the organized growth of the territory where everyone is benefited and oriented in each of the projects that are carried out.
