Land Management Plan for the district of Pedasí



The district of Pedasi, located in the province of Los Santos, Panama, is a developing jewel in the tourism and urban planning sector, due to its impressive beaches, biodiversity and its growing tourist attraction, the need for a Local Land Use Plan (PLOT) arises in order to ensure its sustainable growth.

What is PLOT and why is it important for Pedasi?


Pedasi's Local Land Use Plan (PLOT) seeks to establish clear regulations for land use planning schemes in order to protect natural resources and promote adequate infrastructure for tourism and residential growth. This plan is aligned with Law 6 of 2006 on land use planning in Panama and responds to the challenges of urbanization, sustainable tourism, and climate change adaptation.


Pedasi has experienced a tourism boom in recent years, with a significant increase in real estate and hospitality investment. However, the lack of land use planning can have consequences such as the impact on coastal ecosystems, pressure on public services, and the loss of the district's cultural character. The PLOT is a key tool for balancing growth and conservation.




Key Aspects of Pedasi's PLOT


  1. Zoning and Land Use Regulation


The PLOT establishes clear regulations on land use in the district, dividing the territory into specific areas for urban development, tourism, environmental conservation and agricultural and livestock activities:


  • Height and density of buildings.


  • Construction materials recommended to harmonize with the environment.


  • Restrictions in coastal areas to prevent erosion and preserve biodiversity.



  1. Infrastructure and Mobility

Current Status of the Approval Process
